We worry about step Voltages in farm yards and around stables etc. What about this? An 11kV transformer in a pasture on two poles. This supplies local cottages and farm houses. At the base of the poles is a horse eating grass. Any danger?

Common sense would suggest no danger under normal conditions, but some small danger under fault or failure conditions. An earth fault on the LV conductors from the transformer could raise the earth rod well above true earth and potentially kill a horse if significant voltage was present between front and hind hoofs.
The risk must be very small in practice as such accidents are very rare.
