When you say “a well earthed steel perimeter fence” do you mean fortuitous earthing because the fence has steel posts buried in the ground, but does not have a wired earth connection earth or the fence is connected to the pillar TT earth and has the buried steel posts? I
presume it is not connected to a TN earth.
