the fence runs past the pillar (not in shot). Taking a loop impedance between pillar line and fence gives 0.9ohms and between electrode and fence 19 ohms. My view is that it definitely needs Open protection, although risk is likely low.

This is the main reason why I don't think TT is the correct solution, because even if separation is in place, it's not always in place (because of situations like this). And if weather/soil conditions change, it might as well just be PME.
