Transparent cables in fire escapes?

Am I the only one who was puzzled by references in recent posts to 422.2.1, requiring cables to have "at least 60 % light transmittance" when used in protected escape routes.  I have seen transparent flexes on appliances before, but never for fixed wiring.

Was this some special rule to stop cables blocking the light from emergency lighting?

Thanks to the latest Wiring Matters, and looking up what BS EN 61034-2 is, I'm now suitably enlightened.
