What, in your opinion, is the purpose of the nut pointed to below?

I have always used it as a lock nut and to "Fix" the do not remove label on the clamp. GTB

A locknut to reduce the risk of the screw becoming loose due to vibration or other disturbance.

Thanks for everyone's replies, I agree with most (all?) below, it's a locknut which is also used to hold the label in place. I wanted peoples opinions as a contractor was insisting that it was only for holding the label in place.
