What, in your opinion, is the purpose of the nut pointed to below?

    Thanks for everyone's replies, I agree with most (all?) below, it's a locknut which is also used to hold the label in place. I wanted peoples opinions as a contractor was insisting that it was only for holding the label in place.

    In the past it used to be common to see the holes in the label itself used to thread the earth/bond conductor thru, for some reason
