Jug Kettle P.A.T.

I was testing an autojug kettle today. It has a plastic body and a flat, circular heating element at the base. The flat circular heating element  is scaled up a bit so I could not tell if it was metal or ceranic. BUT the thing was not earthed. I could not obtain a continuity reading from the plug earth pin to the flat circular heating element. Does anybody know what they are made of please? I suspected the central base earth pin was not connecting correctly after much use. Anyway people generally do not plunge their hands into an autojug kettle when it is switched on and heating water.
