Are meter fitters smart? One Norweb Inspector told me that thet let anyone fit meters these days

There might well be a sticker which is used for both types of meter so not all boxes would be ticked in each case.

The new meters that I have seen installed have been very carefully and well installed.

That sounds like spurrious propoganda to upset the natives.  However, it would tally with the possible cause of fires produced from loose terminations through the lack of reasonable training, then some form of coverup by the supply companies. Here enters AFDDs to save the day! ....... lol
