Amendment 2 BS7671. Are Hotels High Risk Residential Buildings?

Hi All,

Hotel being designed that is greater than 6 floors so fits into the requirement of HRRB if it is considered a residential building. If the hotel is classified as a HRRB then we will require AFDDs. Essentially looking to know if hotels are classed as residential buildings under BS7671 as this will define if AFDDs are a requirement. Has anyone got any recent or current experience with hotels and AM2 and did you include AFDDs? 

As a further question, would you consider AFDDs on all final circuits with socket outlets<32A or only in bedrooms? This hotel has office space and kitchen ect which will all have socket outlets<32A.

  • Well, I suspect that the notion of HRRB as far as JPEL 64 is concerned, relates to the typical multi-storey tower block with flats or apartments. I do believe HRRB will be defined in proposed statutory legislation for England and it is to that that 421.1.7 is likely directed. 

    I see no need for the devices in a hotel situation simply because I am not convinced of their worth in any of the situations mentioned in the regulation. 

    Even though Building Regulations (AD B Vol 2 in England) classes hotels as "residential (other)" in purpose group 2b I dont think that a reasonable claim can be made that they are HRRB. However, hotels could be classified as BD4 (see Appendix 5 BS7671 page 505). It may be that there would be strong common elements connecting HRRBs and certain hotels. 

     Irrespective of the intricacies of definition, there is a burden on any designer to wrestle with the recommendation to provide AFDDs in other types of situations that are outside those listed in 412.1.7. I believe that to be wholly unjustified. I firmly believe that the need for such devices should have been placed at the discretion of the fire engineer or fire risk assessor. Likely your situation will have a fire engineer on the design team. Run it past them or plop it in the lap of the architect and let them struggle with the decision with the rest of the team.
