Smart meter backup

Hi this just a point of curiosity  but I was just wondering if smart meter backup batterys  are rechargeable I suppose the fact that we mite possibly be in for a winter of powercuts  peaked my interest

    Big Clive's break down of a smart meter shows a capacitor for back up. So not much backup potential. I suspect those with smart meters will be switched off as and when. Those without will carry on as before.
