I think quite a bit more info is needed to understand the question properly - how is the lighting and power to be charged for, and are they at different rates and or from different suppliers ?
Are meters for power and lights for tenants already split and if so how and why - do the tenants get more than one bill for example?
Are these sub- meters used for re-selling electricity or the only meter between the street main and the load.
Is this something the landlord or their insurers have requested ? In a small set-up you'd expect one meter per tenant and another for everything else, but it sounds more complex than that.
