Would sub main cables run externally on tray require the same SPD protection (ie. Type 1) as overhead cables?

I would guess so, but I've been asked the question.

Type 2 will be fitted at the distribution boards.

Do the cables have an earthed armour or shield?

Yes...they are run in SWA.
