According to DNOs, we have a 2500A EV feeder pillar for an EV hub with Isolator, MCCBs and CT chamber. Do we need a cut-out for the incoming DNO connections or not.?

Probably a matter to discuss with the DNO in question (their rules seem to vary a little from region to region). Most likely it'll boil down to how convenient it would be to isolate things when (rather than if) work on the first tier of your equipment is needed.
