metal balustrade /hand rail bonding

during an inspection and subsequent Consumer Unit change i have found the above to be bonded .

i have not checked this to see if its an extranous conductive part.

my thoughts are in a pen fault ,this could all become live  to some degree.

is the risk and results of this lower than no bonding at all?

  • All light fittings are class 2 and out of reach,this is a block of flats that also supplys lamp posts (separate rcbo),there are cleaners sockets here.

    I have connected it up as that's how I found it,not that makes it right..

    I'm changing the Consumer Unit on the adjacent block today if I get time I will measure to check if it's an extraneous conductive part or not.

    This staircase balustrade is also connected to the MET, in the other block.
