Should there be legal mandate for arson-specific prevention

According to Home Office data, examined by CheckFire, nearly 1,100 deliberate fires occurred across hospitality venues, healthcare facilities, industrial premises, retail locations, and educational settings in England alone, in the year ending March 2024

    Surely each and every one of those premises has to have a fire safety risk assessment under RR(FS)O, that ought to take this into account?

    'general fire precautions' under the RR(FS)O include "measures to reduce the risk of fire on the premises and the risk of the spread of fire on the premises" ... 4(1)(a). Surely, this would include risk of fires caused by arson?

    The responsible person must 'take such general precautions' to ensure safety of employees, and ensure safety of persons who are not employees ... 8(1)
    So, again, surely a duty to reduce risk of fires caused by arson, and to take into account arson in addressing measures for protection of persons and premises?
