Who owns and operates the transformer?
The client woudl be owner of the transformer. Client owned HV network. replacing one of their stepdown TXs. The question is regarding the Install and the HV cabling works Making off, Isolaton etc.

Makes it a little easier ... BS EN IEC 61936-1 and BS EN 50522 are the relevant main standards for AC HV installations, and HV system earthing, respectively..
There are parts of ESQCR that apply to private networks.
Electricity at Work Regulations and HSG65 are the key 'legislative; references with respect to safe working practices. BS EN 50110-1, BS EN 50110-2 and BS EN 50191 are the main standards for this.
