To be clear, I am not asking about the purposive character of the regulation, I think it is obvious. However, the wording has thrown me somewhat. I take it that the assessment of the fundamental principles is effectively what is set out in Section 131? In other words, the Regulation might read; " The result of the assessment of the fundamental principles as set out in Section 131....."?
Now that I have written out the question, I think it is obvious that it could only mean what I have surmised, however, I will chuck it in any way!
