Regards the possibility of a tenant plugging in some “balcony solar” and assuming that it will be okay on a UK socket ring circuit protected by a Type AC, based upon the premise that “if it’s okay in Germany, it will be okay in the UK” I suspect the Germans would raise an eyebrow.
Have a look at what is considered acceptable in Germany:
In principle, the VDE prefers installation by a specialist, as this is the only way to check the suitability of the existing electrical installation in the house and adapt it if necessary. In order to enable the widespread use of mini power generation systems, the VDE is in favor of tolerating the Schuko® Connector for feed-in up to a total system power limit of 800 W.
For plug-in solar devices – with a module output of 960 W or more, up to a maximum of 2000 W – a dedicated feed-in socket is required.
