how to use an extra phase

we have a property with a single phase supply, another phase also enters the property and has an empty fuse carrier.

i met with UKPN on site and we confirmed its a seperate phase.

we applied to our supplier to have a 3 phase meter with 2 phases.

after 18 months of emails and missed appoinments they tell us that the cut outs are not suitable .

i cant think of a reason why it cant be conected, can anyone here help ?

    Hard to know without seeing it - guesses might include each supply having its own N (and they don't wish to either combine them or use L from one supply and N from the other), or it's split-phase (and their meters aren't labelled for 460V use), or just the fuse carrier is old and not compliant in some way (anything from asbestos to the black plastic cut-outs on 100A supplies).

    Would they give you a 2nd single phase meter?
