Following amendments to a circuit and installation of additional lighting (emergency) externally, is there a requirement for 30mA RCD protection on the circuit?

Under section 714 - regulation 714.411.3.4 Additional Lighting - except for lighting supplied from a SELV source, lighting is accessible to the public shall have additional protection by an RCD having a rated residual current as specified in Regulation 415.1.1 which states use of an RCD with residual current not exceeding 30mA.

Yes, if it is within the scope of Section 714. No if it is not within scope and is not within domestic premises (411.3.4).

As I interpret this then, because the cable enters directly through the back of the fitting despite inside being wired surface to the point of exit, it falls out of scope?

If the luminaire(s) is/are simply attached to the outside of a building, then it would seem that 714.1(e) puts the arrangement out of scope.
