Correct coding for Combustible DB mounted on Combustible material?

I've been presented an EICR with a code 2 for a combustible DB mounted on combustible materials. The DB is not showing any signs of Thermal effects of overheating, so in my opinion has been coded too harshly and could warrant a C3. It's not installed under a staircase and is not within a fire escape route. Because of the reasons above I personally would deem this as an improvement recommended rather than something that is potentially dangerous.

    Suggest if its in a good state, then it might be  a toss up between No Code and C3

     That would support your assessment.

    ,However,  without seeing it, things will depend what else is there - is it perhaps in a cupboard with bottles of paint thinners and a gas meter ? I presume you can't easily ask the inspector?

    (There are some considerable variations in individual standards for inspecting things that are not immediately obvious. I had a right chuckle watching this the other day https://www.youtube.com/watch?v=j2ZY3n19I_A   
    It is a Dave Savery video, so language is not always suited to those of a delicate disposition, in summary he is not keen on that inspector,  and thinks things are being passed or failed randomly without investigation or understanding despite use of NICIEC logo )

    It's within a riser cupboard but as mentioned above not within an escape route nor under stairs. No other potential hazards and no other combustible materials present. No other comments or observations relating to thermal issues or general poor conditioning of the DB, so in my opinions has been coded harshly. I did find the attached as well, so thanks for linking and had formed a sensible opinion on it.
