On 2nd November over 60 people gathered at IET London: Savoy Place to learn more about the Crossrail Learning Legacy.


The Crossrail Learning Legacy programme aims to share the lessons from delivering Crossrail to raise the bar in industry and showcase UK plc through publishing insight and good practice.  This event aims to share the learnings of the Crossrail Programme Controls Team which set out to develop a world-class controls function which, through robust reporting and sound programme management protocols, would support the Crossrail programme to deliver the works safely and to time, specification and cost.


As Crossrail is Government funded, there is a public duty to share lessons learned with other projects particularly in this world of managing deficits. Included in the learning is:

We heard first from Simon Bennett BEng FCILT MCIPR, Head of Learning Legacy at Crossrail. Simon is a Civil Engineer, Transport Planner and Communications professional, and worked on the original 1990s Crossrail scheme for London Underground. In 2000 he was seconded from TfL to Cross London Rail Links to work on developing the project and securing powers.  He led the Consultation team which became the Petitions Negotiation team during the Bill process. During the construction phase he had the role of Head of Stakeholder Management and then Programme Community Relations Manager.


Second speaker was Walter Macharg MA FCA, Head of Change Control and Cost Assurance. Walter is responsible for managing the Programme Change Control process for Crossrail, which controls the high level scope and requirements documents and delivery budgets.  A Chartered Accountant, formerly a PLC Group Financial Controller, followed by ten years in financial roles in Network Rail.  Previously Crossrail’s Head of Financial Control, he moved into Programme Controls in 2012, where he established the cost verification function under the NEC3 contracts, and leads the Programme change process.


There was a lively Q&A session after the two presentations, from an engaged audience that ran over the allotted time, but was well managed by our Chairman for the evening, Preetam Heeramun
