    Yes - I think you've got that right and they are spelled out in the Electricity Supply Regulations - a Statutory Instrument available on HMSO website. The values for HV are +/- 6% up to 132kV when it becomes +/- 10%.

    I believe you're right too about the harmonization date, but I'm not sure that the UK will fall in with this.
