Assuming a sensible size pole those insulators suggest 6 or 11kV. Could be a 2 wire HV feed, or DC I suppose.

I'm seeing three wires, but only two insulators - nothing on the top/apex.
No reason why 3-phase has to have 3 wires each insulated from earth.

The answer is in these 4 wire pylons.
For historic reasons germanic land railways use 15 kV single phase at 16 2/3 Hz and have their own power stations and grid. The first picture was a single phase, probably 25kV line going to a mast mounted transformer somewhere.
The picture above is part of the SBB 132kV grid.
