I imagine the child is in a part of the world where a UK-style approach to eliminating all risks , however small, does not apply, and will grow up with a few scars and a very well developed sense of self preservation, and then on the balance of probability will make it to a ripe old age.
Consider also this electrode type heater may be used for warming a baby bath, and variations on the design are sold for that very purpose (though to be fair you are supposed to remove the heater before putting the baby in, but nothing stops you from not doing so )
