Why is my electric meter off?

Only my meter is off; totally blank Confused 

All other neighbour meters are on. Meter is located outside of the flat. I turned off today while I was at work. It was working fine in the morning, i.e. I had electricity.

Online I get only suggestions to top up, but I do not use top up, smart meter or pay as you go options. I get my bill every 2, 3 months and pay regularly.

P.S. I did report issue to utility provider.

    It's a tidy looking installation. It is not a smart meter and the dummy fuse in the service head is present and sealed so the leccy is not getting there. Have you contacted the landlord?

    Yes. Both property renting and utility company have been informed.

    Now waiting for a call back and just curious why just only one meter is not working
