Why is my electric meter off?

Only my meter is off; totally blank Confused 

All other neighbour meters are on. Meter is located outside of the flat. I turned off today while I was at work. It was working fine in the morning, i.e. I had electricity.

Online I get only suggestions to top up, but I do not use top up, smart meter or pay as you go options. I get my bill every 2, 3 months and pay regularly.

P.S. I did report issue to utility provider.

    The suppliers fuse is actually somewhere else, possibly in a sealed cabinet, so I would wave a non-contact voltage sensor at the tails to see if they are live.
