Why is my electric meter off?

Only my meter is off; totally blank Confused 

All other neighbour meters are on. Meter is located outside of the flat. I turned off today while I was at work. It was working fine in the morning, i.e. I had electricity.

Online I get only suggestions to top up, but I do not use top up, smart meter or pay as you go options. I get my bill every 2, 3 months and pay regularly.

P.S. I did report issue to utility provider.

    OK the meter display is off, because  your power that supplies it is also off. Somewhere before that red link is a real fuse there should be one per flat in a lockable cabinet. I suggest your one has probably blown from age or overload, or worse there may be damage to the cabling that supplies it.Did you have a lot of load on, or has the supply been a bit 'flickery' in recent days? No builders digging up the basement ?
