BS7671 Periodic Inspection and Test Certificates

We have a domestic HMO property, and have always had it tested under a "Periodic Inspection and Test" in accordance with Part 6 of the Regulations.

Why is it now deemed necessary for "Electrical Condition Surveys" to now be produced for such proeprties under Addendum 1.

Looking through the new ones we have seen, what more does this certificate bring and why the change from this long standing form of certification?
  • Hi Mark

The name of a periodic inspection report, PIR (which is what you should have had before), has changed to an Electrical Installation Condition Report (EICR). The slight differences in terminology are curious, but those are the BS7671 names, which should also appear elsewhere! The EICR inspects and tests the installation in a similar way and provides the necessary standard report form which you need. The result is either satisfactory or unsatisfactory as a conclusion, with lots more detail and new codes C1, C2, and C3 which are described on the form. It is wise to employ an inspector who does nothing but reports, or tell the inspector you will use a different company for any repairs necessary!

  • Thanks for this.

So, in this instance where the Inspector produced a PIR, this would not be acceptable to sat the Council adminsiterng the HMO scheme?

  • Hi Mark

    I'm sorry but
I don't get that. Have you a recent PIR document presented to you?
The regulations changed with the 17th edition to change to the
EICR, from the PIR. If your inspector doesn't know that I shouldn't
think it was worth much as he wont know all the other changes
either! However the council may well accept it if they are not on
the ball, but that is not really very satisfactory.

    Regards

  • David,

Yes, as you suggest is what has happened.

It will be noted for future.
