As someone who lives in a rented apartment, there is an annual electrical test required. I also have a friend about to put a house on the rental market and she had to have lots of electrical work carried out to get it up to scratch before any agents would touch it. She had to produce the test certificates. Lots of earthing updated. All face plates taken off and wiring checked.
That's just the agents covering themselves so they have a piece of paper with someone else's name on it whom they can blame.
There is no requirement in England other than a duty of care - which the agents aren't qualified to judge nor do they want to take responsibility for it..
Was a check carried out to ensure all the sockets were reconnected satisfactorily?

I hope I can look forward to the landlord and/or the letting agent being invited down to the police station to be arrested, charged, appearing in court, convicted and sent to prison.
The he government has had a consulatation on legislation for electrical inspections in the Private Rented Sector (PRS) and decided that it could be left to landlords to check the qualifications of their selected inspector, how bloody stupid is that? No doubt if any legislation reaches the statute book it will be wiishy washy nonsense full of loop holes that will allow landlords and slippery letting agents to continue to get their usual £50 drive by their tame local knuckle scraper.
It's also all too common for TN-S supplies to become de facto TT with an uncertain earthing arrangement due to the cable clamp on the sheath of the PILC deteriorating, or just not being fitted in the first place. Many sparks I know of won't tighten the clamp because 'it's not our responsibility and that cable is scary old'. Fair enough. I've had a few like that. I install a MET, bring all my bonding/earthing to there, then contact the DNO to replace the earth. Never had them turn me down.
