Changing tails and paperwork

I have changed some tails and was wondering if a MWC would suffice .the work was carried out after a EICR carried out by another electrician who will remain anonymous ?. Cannot understand how 16mm tails fed from a 100amp cutout can be deemed as C1, there's no signs of overheating etc and the installation is around 30 years old, I personally would have given it a C2.
I think that the need to Code the size of the tails is marginal for a typical arrangement where the tails could be considered in free air.
Unfortunately, Cable Rating Table 4D1A doesn't list installation in Free Air (Method F) for 16sqmm. However, if you take the ratio between columns 8 and 6 for the 25sqmm cable and apply this to the Column 6 cable rating for the 16sqmm then the 16sqmm has a rating of 100A (to 3 significant figures),
Many of us will have seen or put in new 25sqmm Consumer tails and the Metering Co or DNO leave the old red and black 16sqmm Meter tails in position for a 100A supply..
