As a member of RECI I can indeed help you with this.
It is erroneous connections between phase conductors. An insulation test is performed between the outgoing side of the MCB etc. in question to the phase busbar with the MCB for the circuit under test open and all other devices closed. This is repeated for each of these. This is to determine that there are no connections between the phase conductor of the circuit under test to any other circuits circuits in the installation/DB. It is a mandatory test under ET101 (National Rules for Electrical Installations).
