Does each flat ran from an landlords main board need individual means of isolation or can they just be isolated from an MCB in main board . The flats are rented and have card meters in them .
It is quite common to have only single pole isolation pre-meter - like a fuse or a red link (a fuse holder with a shorting bar in it - colour red so you do not muddle it with a real fuse, the real fuse is further back)
Is there a means of isolation in the flat either pre or post the card meter ? There needs to be a clear place to switch off in emergency for the flat user - a board with lots of MCBs may not be ideal, as they may not switch off the right one in a hurry.
It is not clear if there landlord metering, and the card meters are private sub-metering, or or if this is an un-metered 'building network', in which case there are considerations of security and the DNO have to be happy with it, and have additional rules.
