6491x green yellow earth cable unprotected to gas bond

Hi 

Been to look at some new build properties recently, they all had a gas bond 10mm cable clipped on the exterior of the brickwork to the gas meter position, admittedly the cable is only around 1m or less in distance out in the fresh air but wondered if this single insulated cable is acceptable to be clipped direct outside, normally 6491x cable is within containment?

    The meter isolating valve is in one of those external brown ground fitted meter cabinets. From there the gas pipe goes within the screed of property I think, to boiler then T to the hob. Don't think there is any accessibility for the bond ?
