Conductor repair

I have come across an socket outlet which has had the insulation on a neutral wire repaired with heat shrink, it looks like the socket screw has damaged it previously.
Would this be an acceptable repair?

  • A meter cabinet would be accessed by non skilled persons to read the meter and you couldn’t exactly isolator it safely

As far as I can tell the wording of the regulations isn't based on accessibility by non-skilled persons.... and forced isolation is only required if it can be opened without needing a key or tool and live parts inside don't have IP2X protection.
