    I am not suggesting the installers did a  bodge job. 

    I would guess they had the manufacturers instructions to hand when it was installed, which showed that installation without a neutral connection may be acceptable,  then realising the busbar was short went with that method of installation. 


    However in this particular instance the neutral connection may be highly desirable.
