What is the question / problem ?
If the cooker to be undone is on a plug-in gas hose, anyone can disconnect it, as the gas act specifically calls that up as not being gas work.
If it needs spanners then it should be a competent person. (so if for hire and reward, Gas Safe registered)
Of course if it is unplugged and the seal has failed so it leaks, then treat as needing spanners...

The gas pipe is solidly connected. The question? Oh yes. Why clean the old cooker before it is about to be taken away and scrapped. Is it the same reason as to why our mums told us to wear clean underwear?

You do need to fit a blanking plug into the bayenet socket though if you intend to leave it disconnected.

I thought that the bayonet type gas connectors were self sealing. Isn't a blanking plug as bad as socket covers?

Similar, perhaps. If a misfortune befell you and you were taken to hospital, the nurses might well see your underwear and you wouldn't want to disgrace yourself. Naturally, they would have seen it all before. ?
Aforementioned housewife wouldn't want the rag and bone man to think that she is slovenly. ?

I don't believe so Zoom.
I always remember that when I have disconnected a bayonet gas cooker flexible pipe plug the gas stopped coming out of the gas fitting behind the cooker. I believe that a spring loaded automatic valve is involved that automatically shuts off the gas. These are meant to be used by Mrs. Householder, an ordinary non qualified or trained person, when moving the cooker out for cleaning out dust and dead chip removal from the floor.
