Sounds a bit dodgy. I guess they're relying on the mounting surface to complete the enclosure - which presumably restricts it to non-combustible surfaces (526.5).

Indeed, those were my thoughts as well. These are mainly installed on plasterboard ceilings so I can see no real issue here. And how may cord switches do we find catching fire?
Come to think of it, ceiling roses have a blinkin' great hole in the base plates.

They come with all of the rear positioned knockouts on the circular base already removed.If there was never anything which could be knocked out, why refer to "knockouts" rather than just "holes"?
Cos the holes are in the original knockout positions, that makes it clearer for the initiated. If I just referred to "holes" that would not provide a complete picture. Let's call 'em cable entry apertures then.
AND the cord switches are ASTA certified.
