RCBO failing insulation test when switched off

Hi

I am fairly new to the trade and finding things I am unsure about, sorry for what is probably a very basic question

I have been taught that switching of an RCBO should be enough to enable a good insulation test.

When running some tests on a ring final with double pole RCBO detection yesterday I found that I had to disconnect the wires from the RCBO to get a good result. I have assumed that this is just down to the design of the RCBO and past the installation, is this the correct action?

Thanks

As Zoom said, also watch out for surge extension leads, neons, RCD sockets, usb sockets etc.

Thanks for all the comments and especually the video which confirm my original ideas. I had been testing at 250v with live conductors connected but didn't know that some rcbos actually needed to be fully disconnected for the test. Fuse box hadn't labelled their units like Cranborne.
