section 714 outdoor lighting -two IP specs understanding

Hello folks - good evening

 

≥ IP 2X stated in 714.411.2.201 (basic protection) when access door open

 

≥ IP 33 stated in 714.512.2.105 (external influences) for electrical equipment

 

Is it to be read as the 33 for when gear is not enclosed and behind access door eg. inside lighting column , where it can be 2X … or ?

    I suspect that there are curious extra regulations for the boys who run around in their maintenance lighting waggons…

    However, 

    I read it as 2X when the door is open and 33 generally when the door is closed.
