section 714 outdoor lighting -two IP specs understanding

Hello folks - good evening

 

≥ IP 2X stated in 714.411.2.201 (basic protection) when access door open

 

≥ IP 33 stated in 714.512.2.105 (external influences) for electrical equipment

 

Is it to be read as the 33 for when gear is not enclosed and behind access door eg. inside lighting column , where it can be 2X … or ?

    As mentioned, I read it as IP33  for equipment not contained, but for that inside the ‘enclosure’ behind the door (whether open or not) IP2X …  but it is odd …
