I'm planning to batten the interior of the garden room I'm building and line it with 6mm WBP plywood with the cables in the void behind.
Can I fit flush mounting mains sockets to the plywood or does this contravene a fire safety regulation?

It is fine but do use an appropriate back box, either a dry lining type or metallic

Also I assume there is a vapur membrane somewhere - reseal it at any breaks.
