When the socket is mounted above 1.5m, what special measures are being required to allow safe insertion and withdrawal of the plug? Is the interlock referred to in 708.55.1.1 not achieving this?
The interlock surely prevents withdrawal of the plug.
I think it's as basic as some means of access (tongue-in-cheek, milk crate or step stool ), considering basic ergonomics and nothing more ... it's certainly outside the range in BS 8300 series (and Part M guidance) and for a particular site BS 7671 requirements may have to be assessed against accessibility legislation and standards.
1.5m is just under 5 feet high. Is that really out of reach?
In basic ergonomic terms, yes. The P5F adult height is under 5 feet, meaning 5 % of adult females are beneath 5 feet, and the activity should not, ideally, be carried out too far above head height.
For accessibility you usually use data for P5F to P95M of the population using the outlet. Accessibility (disability) legislation requires access to also be considered for wheelchair users etc., which is why the usual heights for socket-outlets and controls stops at 1.2 m (top of displays between 1.2 and 1.4 m, but touchscreens would have to be 1.2 m maximum height).
Oddly no such requirement for shore supplies to boats, nor one for the interlocked sockets. You might expect a more cautious approach at the water side, not less, but I presume there are not enough accidents.
And the outlets could be on floating pontoons etc.
