Is Isolator between main supply and main MCCB of panel board overkill?

Is an isolator between main supply and incomer MCCB of a panel board really needed? Won't the incomer MCCB act as a isolator anyway?

Just wanted to know what other people think?

    So what do you do when you need to isolate the supply to safely work on the board?  Calling out the DNO to pull the fuse is a lot more hassle than switching off an isolator.
