Like for like requirements

Hi, I know like for like replacement is classed as maintenance and a MEIWC isn't required. With an alteration to a circuit the new work has to comply with the latest BS7671, so some of the existing installation will need to comply also to allow the new work to comply, like RCD (if required), bonding, existing equipment rating and condition etc.

Am I right in thinking that for like for like this is not required? So if there was no bonding or RCD protection you could still change a light fitting for example.

What if there was no CPC at the light and you were fitting a class 1 or class 2 fitting? Or getting crazy, no CPC on a socket front change?

  • Fitting a new class one light fitting on a circuit with no earth is in my view unacceptable under all ordinary circumstances. Even as a like for like replacement. There may be exceptional circumstances under which it is acceptable, but in general no.

    It is likewise in my view unacceptable to fit any standard type of 3 pin socket outlet to a circuit without an earth. Even if a like for like replacement.

    And in an installation for which the Electricity at Work Regulations apply, could be considered a breach of Regulation 8.

  • The term 'like for like' does not appear anywhere in any regulation and has nothing to do with what type of certificate should be issued.

    How can work be 'like for like' if you are fitting something different?

  • I think that "like for like replacements" are permitted under part P without approval or inspection. Under building regulations, not wiring regs.

    There is still a general duty for the installation to be safe to use. So you cant replace a broken class one light fitting with a new similar one on a circuit with no earth. Fit a class two light, add an earth, or remove the light.

    A somewhat relevant comparison is with vintage road vehicles. These do not have to meet modern standards, but must still be reasonably safe. If the wheels are liable to drop off, or the brakes ineffective you still cant drive it on public roads.

  • Why do you think an Electrical Minor Works Certificate is not required for a “like for like replacement”?

  • As I understand it, like for like is just classed as maintenance, it's not an alteration to an existing circuit, would you really pull the board apart to perform all the tests and test the bonding and main earth just to replace a pendant?

  • Absolutely you do, how else do you qualify and prove your work?

  • In the case of a double insulated pendant with twin flex, I am not convinced that the work needs "proving" Even polarity is unimportant with a B22 lamp holder. 

    For an earthed pendant an earth loop test would be good practice, but little else.

    No one pulls a consumer unit apart to test for a Minor Works Certificate as far as I know, I certainly don’t do it.
