Are the shields (bases) also marked with the unconventional ratings? If not I don't see how ordinary persons are meant to be able to put the right carrier back into the right slot if they ever remove two or more at a time. Not in the sprit of 533.1.2.2 at all, although perhaps doesn't contravene the actual words.
The more I read 533.1.2.2 the odder is seems - can I really just get away with writing the rating on the fuse link and no-where else? And without labels I can allow fuse links of the wrong rating, provided that the if the correct rating is used it can't have the wrong fusing factor?

Tricky question that Andy, because in BS88 land, multiple ratings are in the same size carriers, and fairly often nothing is labelled, actually the same as many heads! I suppose the public does not often see these, but there has been a distinct unease that someone may use the wrong fuse wire size for many years, leading to Bs1361 fuse boards and now MCBs. I am not sure that either of these have made a statistical difference to anything much, although they may be more convenient.
