Other 2 phases are not in use, solely for that single phase supply
Use of only one phase of a three phase MCB is fine, perhaps wasteful of material costs and spaces in the distribution board, but not in any way unsafe.
No different to use with an appliance that loads only phase under light load. Or to supply a 3 phase distribution board, that happens to only have the final circuits on one phase loaded.
