Looking for help on this question as I am completely stumped, every what seems to be feasible answer is apparently wrong.

   

Can anybody please advise?

    What is the device on the left in the lower bank, and what does the amber signal mean? Notwithstanding the position of the dolly, if that has tripped, then all of the lower bank's MCBs are off.
