That might explain why those RCBOs have tripped

Yep I'd go for 11 are turned off , 6 on top bar, 5 on lower.and complain to the exam board and ask them to show their working if they disagree. But then I'm like that ;- )
Unless the answer is 'none they are all AFDDs...' in which case I'd definitely complain !
Of course at least one of them would do nothing even if turned on - the rightmost of the bank of three on the lower bar has no outbound, but that is not the question it is still not in the 'ON' position.

If they are unused then their matching neutrals should be terminated into earth bar as well as the live.
