As I read it, they will need a underpinning core technical competence qualification identified in Table 4.8, that is a NVQ L3 or equal. Not unreasonably, additional requirements include 18th Edition and L3 in periodic inspection and testing. However, if my interpretation is correct, the requirement for a L3 NVQ would be a big issue.
