What is the 'disc' they are talking about?

On a solar farm we have an supplementary bonding from the PV tracker TCU motor to the Pile. It is a flexi breaded earth that has a black plastic insulation over it for UV protection and corrosion. We have a consultant that picked this up as non compliant with the regs and wants this to be re- sleeved to a yellow and green ID. My question is the regs state that on a bare conductors you only have to sleeve the ends or at certain sections with yellow and green ID markings, but its wording is the following: ".....by the application of tape, sleeve, disc, or paint. " what is the disc they are talking about, is that the do not remove earth tag we can install rather than to resleeve the earth??

    I'd get a replacement consultant, one with more real-world experience. Its probably easier than re-sleeving.

    If there is any real possibility for confusion, then 

     
    A couple of stripes on the lug and over the sleeving at each end and anywhere part way where you cannot see the end, that you could perhaps cut into the wrong cable .

    Discs are more normally used to indicate phasing and are very commonly seen nailed to the wooden back board beside a domestic intake fuse, and are essentially a coloured plastic washer like one of these. Can be cable tied to the cable.
     
    modern ones are self adhesive and
    also have a letter for the colour blind.

    So was it bare, but has been covered by a black protective layer, or black single-core cable, or flexible G/Y cable over which a further (black) protective layer has been applied; or something else please?
